LETTRE D’INTENTION DE COLLABORATION INSTITUTIONNELLE ENTRE LE CONSEIL INTERNATIONAL DU SPORT MILITAIRE (CISM) ET L’UNION EUROPÉENNE DES PARACHUTISTES (UEP)

À Alcantarilla, Murcie, Espagne, le 22 avril 2026.

ENTRE :

D’une part, le Colonel Nilton Gomes Rolim Filho, agissant en sa qualité de Président du Conseil International du Sport Militaire (ci-après, CISM).

D’autre part, le Général de Division (er) Juan Cifuentes Álvarez, agissant en sa qualité de Président Exécutif de l’Union Européenne des Parachutistes (ci-après, UEP) et Président de la Fédération Nationale des Anciens Parachutistes Espagnols (FENASVPE).

Les deux parties reconnaissent mutuellement leur capacité juridique et leur autorité pour conclure cette Lettre d’Intention et, à cet effet,

DÉCLARENT :

1. Que le CISM, fondé en 1948, a pour mission statutaire de favoriser les relations amicales entre les forces armées des nations membres par le sport, en promouvant l’éducation physique et la solidarité internationale comme contribution à la paix universelle.
2. Que l’UEP, créée en 1989, regroupe les associations nationales d’anciens parachutistes de dix nations européennes — toutes membres du CISM — afin de préserver la fraternité et les valeurs traditionnelles de ce corps d’élite.

III. Que les deux organisations partagent une base commune de membres, composée de militaires en service actif ou à la retraite ayant consacré leur vie au service de leurs nations respectives selon les principes de loyauté et de discipline.

1. Que le parachutisme sportif représente un lien stratégique de haute valeur pour les deux entités, servant de vecteur aux vertus militaires telles que le sacrifice, le travail d’équipe, le dépassement de soi et le respect des règlements.
2. Qu’au vu de cette affinité, les deux parties considèrent qu’il est d’intérêt mutuel de formaliser un cadre de coopération pour optimiser la promotion des sports militaires, notamment au sein de la communauté des vétérans, et pour améliorer l’excellence technique dans leurs compétitions.

Par conséquent, les parties conviennent de ce qui suit :

CLAUSES

PREMIÈRE. OBJET DE L’ACCORD L’objet de cette LOI est d’établir la base d’une collaboration entre le CISM et l’UEP afin de favoriser la promotion, le développement et la diffusion des valeurs du sport militaire et du parachutisme, en encourageant la reconnaissance mutuelle et le transfert de connaissances entre le personnel en service actif et les vétérans.

DEUXIÈME. DOMAINES DE COOPÉRATION La collaboration sera structurée autour des piliers stratégiques suivants :

1. Formation et Valeurs : Promouvoir l’organisation conjointe de séminaires et d’ateliers techniques pour diffuser les valeurs militaires par le sport et étendre le sport militaire au personnel ayant terminé son service actif.
2. Excellence Technique dans l’Arbitrage : Favoriser le soutien mutuel dans la formation des juges parachutistes, en facilitant la convergence entre les normes de la Fédération Aéronautique Internationale (FAI) et le cadre militaire spécifique du CISM.
3. Règlement et Compétition : Le CISM fournira des conseils techniques à l’UEP pour l’adaptation progressive de ses règlements de championnat annuel aux normes de la FAI ISC et du CISM.
4. Soutien Institutionnel : Encourager, par les canaux nationaux du CISM, la collaboration avec la fédération de vétérans détenant la présidence exécutive de l’UEP pour l’organisation de son championnat annuel ou d’autres activités sportives convenues.

TROISIÈME. RÉGIME ÉCONOMIQUE ET DE PERSONNEL Cette lettre d’intention est basée sur l’optimisation des ressources existantes et ne génère aucune obligation financière ni augmentation de dépenses pour l’une ou l’autre organisation. Concernant le soutien technique lors des compétitions, la collaboration nationale sera promue sur la base « un juge, une équipe », sans que cela ne constitue un engagement budgétaire contraignant pour le CISM ou l’UEP.

QUATRIÈME. SUIVI ET COORDINATION Pour assurer la réalisation des objectifs, un groupe de travail conjoint sera établi, composé d’un représentant nommé par le CISM et d’un représentant de la présidence exécutive de l’UEP. Ce groupe se réunira au moins deux fois par an.

CINQUIÈME. VALIDITÉ ET DÉNONCIATION Cette lettre d’intention restera en vigueur pendant deux (2) ans à compter de la date de signature. Elle sera tacitement renouvelée pour des périodes égales, sauf dénonciation expresse par l’une des parties avec un préavis d’au moins trois mois.

SIXIÈME. NATURE JURIDIQUE En tant que lettre d’intention, ce document constitue une déclaration générale d’intention exprimant la volonté des parties de coopérer. Il ne formalise pas d’engagements juridiques spécifiques et exécutoires, et n’a pas le statut de traité administratif.

En foi de quoi, les parties signent cette lettre d’intention en deux exemplaires originaux, aux lieu et date mentionnés ci-dessus.

LETTER OF INTENT FOR INSTITUTIONAL COLLABORATION BETWEEN THE INTERNATIONAL COUNCIL FOR MILITARY SPORT (CISM) AND THE EUROPEAN PARATROOPERS’ UNION (UEP)

At Alcantarilla, Murcia, Spain, on April 22, 2026.

BETWEEN:

On the one hand, Colonel Nilton Gomes Rolim Filho, acting in his capacity as President of the International Council for Military Sport (hereinafter, CISM).

On the other hand, Major General (ret.) Juan Cifuentes Álvarez, acting in his capacity as Executive President of the European Paratroopers’ Union (hereinafter, UEP) and President of the Spanish National Federation of Former Paratroopers (FENASVPE).

Both parties mutually recognize their legal capacity and authority to conclude this Letter of Intent and, to that end,

DECLARE:

That the CISM, founded in 1948, has as its statutory mission the fostering of friendly relations between the armed forces of member nations through sport, promoting physical education and international solidarity as a contribution to universal peace.

That the UEP, established in 1989, brings together the national associations of former paratroopers from ten European nations—all members of the CISM—in order to preserve the camaraderie and traditional values ​​of this elite corps.

III. That the two organizations share a common membership base, composed of active duty and retired military personnel who have dedicated their lives to serving their respective nations according to the principles of loyalty and discipline.

That sport parachuting represents a highly valuable strategic link for both entities, serving as a vehicle for military virtues such as sacrifice, teamwork, pushing beyond one’s limits, and respect for regulations.

That, in light of this affinity, both parties consider it to be in their mutual interest to formalize a framework for cooperation to optimize the promotion of military sports, particularly within the veteran community, and to improve technical excellence in their competitions.

Therefore, the parties agree to the following:

CLAUSES

FIRST. PURPOSE OF THE AGREEMENT The purpose of this AGREEMENT is to establish the basis for collaboration between the CISM and the UEP to promote, develop, and disseminate the values ​​of military sport and parachuting, encouraging mutual recognition and knowledge transfer between active-duty personnel and veterans.

SECOND. AREAS OF COOPERATION The collaboration will be structured around the following strategic pillars:

Training and Values: Promoting the joint organization of seminars and technical workshops to disseminate military values ​​through sport and extend military sport to personnel who have completed their active service.

Technical Excellence in Refereeing: Fostering mutual support in the training of parachuting judges, facilitating convergence between the standards of the Fédération Aéronautique Internationale (FAI) and the specific military framework of the CISM.

Regulations and Competition: The CISM will provide technical advice to the UEP for the gradual adaptation of its annual championship regulations to FAI ISC and CISM standards.
Institutional Support: Encourage, through CISM’s national channels, collaboration with the veterans’ federation holding the UEP executive presidency for the organization of its annual championship or other agreed sporting activities.

THIRD. ECONOMIC AND PERSONNEL ARRANGEMENTS This letter of intent is based on the optimization of existing resources and does not generate any financial obligation or increase in expenses for either organization. Regarding technical support during competitions, national collaboration will be promoted on a “one judge, one team” basis, without this constituting a binding budgetary commitment for CISM or UEP.

FOURTH. MONITORING AND COORDINATION To ensure the achievement of the objectives, a joint working group will be established, composed of a representative appointed by CISM and a representative of the UEP Executive Presidency. This group will meet at least twice a year.

FIFTH. VALIDITY AND TERMINATION This letter of intent will remain in effect for two (2) years from the date of signature. It will be tacitly renewed for equal periods unless expressly terminated by either party with at least three months’ notice.

SIXTH. LEGAL NATURE As a letter of intent, this document constitutes a general declaration of intent expressing the parties’ willingness to cooperate. It does not formalize specific and binding legal commitments and does not have the status of an administrative treaty.

In witness whereof, the parties sign this letter of intent in two original copies, at the place and on the date mentioned above.

Les parachutistes individuels accompagnant les équipes ont également eu l’opportunité d’effectuer des sauts en occupant les places disponibles à bord des aéronefs.

Les parachutistes ont été hébergés à la résidence militaire du spa d’Archena, située à 25 km d’Alcantarilla, d’où ils se rendaient quotidiennement en bus à la zone de saut. Dans ce lieu emblématique de l’Armée espagnole, ils ont pu se reposer et se détendre en profitant des installations thermales mises à leur disposition.

Après une visite culturelle de la ville de Murcie, suivie de la cérémonie de clôture et de la remise des prix — présidées par le Lieutenant-général, vice-président du Conseil supérieur des sports militaires du ministère espagnol de la Défense — le championnat a été officiellement clôturé, et les équipes sont rentrées dans leurs pays respectifs sans incident.

Profitant de la présence au championnat du président du Conseil international du sport militaire (CISM), principale organisation mondiale dans l’organisation de compétitions militaires, ainsi que du président exécutif de l’UEP, une « lettre d’intention » (LOI) a été signée afin d’explorer conjointement de potentielles collaborations entre les deux organisations dans les domaines de la réglementation, du conseil, de la certification des juges internationaux et de la coopération dans les activités sportives.

Tout au long de l’événement, un fort esprit de camaraderie et de fraternité s’est distingué parmi tous les participants, qui continuent de concourir et de sauter avec le même enthousiasme que durant leur service actif.

Dans son engagement à promouvoir le sport, et en particulier le parachutisme, l’UEP continue d’organiser ce type de championnat, démontrant son importance dans la réalisation des objectifs de l’organisation et dans le rassemblement des vétérans parachutistes de toute l’Europe.

Avec nos félicitations aux vainqueurs et à tous les participants, il ne reste plus qu’à remercier chacun pour ses efforts dans le soutien et la participation à cette compétition, et à espérer se retrouver l’année prochaine en Italie en 2027.

Individual jumpers accompanying the teams also had the opportunity to carry out jumps by filling available slots on the aircraft.

The jumpers were accommodated at the military residence of the Archena spa, located 25 km from Alcantarilla, from where they traveled daily by bus to the drop zone. At this emblematic site of the Spanish Army, they were able to rest and relax, making use of the spa facilities available.

With a cultural visit to the city of Murcia, followed by the closing ceremony and awards presentation—presided over by the Lieutenant General, Vice President of the Higher Council of Military Sports of the Spanish Ministry of Defence—the championship was brought to a close, and the teams returned to their respective countries without incident.

Taking advantage of the presence at the championship of the President of the International Military Sports Council (CISM), the world’s leading organization in the organization of military championships, and the Executive President of the UEP, a “Letter of Intent (LOI)” was signed to jointly explore potential collaboration between both organizations in the areas of regulation, advisory support, certification of international judges, and cooperation in sporting activities.

Throughout the event, a strong spirit of camaraderie and fellowship stood out among all participants, who continue to compete and jump with the same enthusiasm as during their active service.

In its commitment to promoting sport, and especially parachuting, the UEP continues to maintain and organize this type of championship, demonstrating its value in achieving the organization’s goals and bringing together paratrooper veterans from across Europe.

With congratulations to the winners and all participants, it only remains to thank everyone for their efforts in supporting and taking part in this competition, and to look forward to meeting again next year in Italy 2027.

Discours inaugural du XXe Championnat de parachutisme de précision de l’UEP

Monsieur le Colonel, chef de l’École militaire de parachutisme, Monsieur le Colonel, Président du Conseil central de l’éducation physique, représentants des Forces aérospatiales espagnoles, Mesdames et Messieurs les responsables, nous vous remercions tout particulièrement de votre présence, Monsieur le Président du Conseil international du sport militaire ; Mesdames et Messieurs les invités d’honneur, équipes de parachutistes de France, d’Allemagne, de Hongrie, d’Italie, du Portugal, de Pologne, de Serbie et d’Espagne ; Messieurs les officiers, sous-officiers et militaires du rang, Mesdames et Messieurs.

C’est un honneur pour moi de vous souhaiter la bienvenue à l’inauguration de ce XXe Championnat International de Parachutisme de Précision de l’Union Européenne des Parachutistes. Aujourd’hui, nous sommes réunis non seulement pour célébrer une compétition sportive, mais aussi pour rendre hommage au courage, à la précision et à la passion qui caractérisent celles et ceux qui défient les cieux.

Le parachutisme est bien plus qu’un sport. C’est une discipline qui exige du courage et une confiance absolue en soi et en son équipe. Chaque saut est une histoire de dépassement de soi, un pari pour aller au-delà de ses limites, et la preuve que l’être humain aspire toujours à voler plus haut. L’Union Européenne des Parachutistes (UEP) est une association qui fédère les associations nationales européennes d’anciens parachutistes militaires. Nous sommes une organisation ouverte qui œuvre pour l’union de tous les parachutistes d’Europe. Nous sommes des vétérans et nous voulons être unis.

L’UEP s’appuie sur les valeurs traditionnelles des parachutistes militaires de toutes les générations. Nous poursuivons ce qui nous unit : une vie d’apprentissage, d’enseignement et de partage des valeurs de loyauté, de camaraderie, de courage, d’honneur et de sacrifice.

La nation membre de l’UEP, qui assure la présidence exécutive annuelle, est responsable de l’organisation d’un championnat de parachutisme pour les équipes vétéranes de chaque nation. Cette année, le championnat se déroule à l’École militaire de parachutisme d’Alcantarilla, dans la province de Murcie. Je tiens à remercier chaleureusement son directeur ainsi que le directeur du Conseil central de l’éducation physique des Forces aériennes et spatiales pour leur soutien et leur enthousiasme, qui nous ont permis d’organiser ce championnat dans le cadre du championnat national militaire de parachutisme. Sans votre soutien, rien de tout cela n’aurait été possible ; merci sincèrement pour cette marque de reconnaissance et de respect envers les parachutistes vétérans.

Lors de ce championnat, des athlètes de différents pays, traditions et horizons se rassemblent, unis par une même passion. Aujourd’hui, nous célébrons cette diversité qui enrichit la compétition et renforce les liens entre les nations. Nous y verrons non seulement des prouesses techniques, mais aussi de l’esprit sportif, du respect et de la camaraderie.

Aux compétiteurs, je souhaite des sauts en toute sécurité et une pleine réussite. Que chaque descente soit l’occasion de démontrer votre talent et, au-delà des résultats, d’emporter avec vous l’expérience de la fraternité dans un lieu emblématique où le parachutisme militaire espagnol a effectué son premier saut.

INAUGURAL SPEECH OF THE XX ACCURACY PARACHUTING CHAMPIONSHIP OF THE UEP

ALCANTARILLA, APRIL 20, 2026

Distinguished Colonel, Chief of the Military Parachuting School, distinguished Colonel, President of the Central Board of Physical Education, both organizations of the Spanish Air and Space Force, distinguished authorities, with special greetings of thanks for the presence of the President of the International Council of Military Sports; special guests, teams of jumpers from France, Germany, Hungary, Italy, Portugal, Poland, Serbia and Spain; Chiefs, Officers, Non-commissioned officers, enlisted personnel, ladies and gentlemen. 

It is an honor for me to give you the warmest welcome to the inauguration of this XX International Precision Parachuting Championship of the European Parachutists Union. Today we gather not only to celebrate a sports competition, but to pay tribute to the courage, precision, and passion that define those who challenge the skies.

Skydiving is much more than a sport. It is a discipline that demands courage and absolute confidence in oneself and in the team. Each jump represents a story of overcoming, a bet to go beyond limits, and a demonstration that human beings always seek to fly higher. The European Union of Parachutists (UEP) is an association that brings together, in a federative structure, the national European associations of former military parachutists. We are an open organization that seeks the union of all parachutists in Europe, we are veterans and we want to be together.

The UEP is based on the traditional values of military parachutists of all generations. We pursue what unites us; a life of learning, teaching, and sharing the values of loyalty, camaraderie, courage, honor, and sacrifice.

The UEP nation holding the annual executive presidency is responsible for organizing  one parachuting championship for veteran teams from each nation. This year’s parachuting championship is organized at the Military Parachuting School in Alcantarilla, Murcia and I want to take this opportunity to thank its director and the Director of the Central Board of Physical Education of the Air and Space Force for all their support and enthusiasm in enabling us to organize this championship as part of the national military parachuting championship. Without your support, we would not have been able to achieve it; thank you sincerely for this demonstration of appreciation and respect towards veteran parachutists.

In this championship, athletes from different countries, traditions, and backgrounds come together, united by the same passion. Today we celebrate that diversity that enriches the competition and strengthens the bonds between nations. Here we will not only see technical skill but also sportsmanship, respect, and camaraderie. 

To the competitors, I wish safe jumps and the greatest success. May each descent be an opportunity to demonstrate your talent and, beyond the results, take with you the experience of unity among comrades in an emblematic place where military parachuting in Spain made its first jump.

XXe Championnat de parachutisme de précision de l’Union européenne des parachutistes (UEP) – Discours de clôture

Mesdames et Messieurs les autorités, représentants de l’Union européenne des parachutistes, chers compétiteurs, délégations, officiers, sous-officiers, élèves de l’École militaire de parachutisme, invités et amis :

Nous sommes réunis aujourd’hui pour clore le XXe Championnat de parachutisme de précision pour vétérans de l’Union européenne des parachutistes (UEP), un événement qui, au-delà de la compétition, a été un véritable hommage à l’expérience, à la carrière et à la détermination inébranlable de celles et ceux qui ont consacré leur vie à la conquête des cieux.

Durant ces quelques jours, nous avons été témoins d’un phénomène extraordinaire. Non seulement d’une précision technique et d’une excellence athlétique remarquables, mais aussi de la passion intacte de celles et ceux qui, malgré le temps qui passe, ressentent la même excitation à chaque saut. Vous, parachutistes vétérans, incarnez l’essence même de ce sport : l’engagement, le courage et l’amour du vol.

La participation de huit pays membres de l’UEP a fait de ce championnat un véritable exemple d’unité, de respect et de coexistence. Nous avons vu ici comment les frontières s’effacent dans les airs, laissant place à l’amitié, à la camaraderie et à une profonde reconnaissance mutuelle.

Ce XXe championnat célèbre non seulement une nouvelle édition, mais toute une histoire partagée : des années d’efforts, d’apprentissage, de défis relevés et d’innombrables sauts qui ont bâti une communauté solide et admirable.

Je tiens à exprimer ma plus sincère gratitude à tous les participants, pour leur dévouement et pour nous avoir inspirés à chaque vol. Aux organisateurs, aux juges, aux équipes techniques et aux bénévoles, merci d’avoir rendu possible un événement de cette envergure avec professionnalisme et dévouement.

À ceux qui ont été récompensés sur le podium aujourd’hui, toutes nos félicitations. Et à tous les autres, notre plus profond respect, car dans ce championnat, chacun d’entre vous est un exemple de persévérance et d’excellence.

Nous nous disons au revoir avec la satisfaction d’avoir partagé des moments inoubliables et avec la certitude que l’esprit de ce championnat continuera de vivre dans chacun de vos sauts futurs. Bon retour dans vos pays, bons vols… et que vous continuiez à voler sans relâche.

Distinguished authorities, representatives of the European Union of Parachutists, esteemed competitors, delegations, chieffs, officers, non-comissioned officers, soldiers of the Military Parachutist School, guests, and friends:

Today we gather to put the finishing touch on the XXth Accuracy Parachuting Championship for Veterans of the European Union of Parachutists (UEP), an event that, beyond the competition, has been a true tribute to the experience, career, and unwavering spirit of those who have dedicated their lives to conquering the skies.

During these days, we have witnessed something extraordinary. Not only technical precision or athletic excellence, but the untouched passion of those who, despite the passage of time, continue to feel the same excitement with every jump. You, veteran parachutists, represent the purest essence of this sport: commitment, bravery, and love for flying.

The participation of eight UEP countries has made this championship a true example of unity, respect, and coexistence. Here we have seen how borders disappear in the air, giving way to friendship, camaraderie, and a deep mutual recognition.

This XX championship not only celebrates another edition, but a whole shared history: years of effort, of learning, of challenges overcome, and of countless jumps that have built a solid and admirable community.

I want to express my most sincere gratitude to all the participants, for their dedication and for inspiring us with each of their flights. To the organizers, judges, technical teams, and volunteers, thank you for making an event of this magnitude possible with professionalism and dedication.

To those who have been recognized on the podium today, our congratulations. And to all the others, our deepest respect, because in this championship, each of you is an example of perseverance and greatness.

We say goodbye with the satisfaction of having shared unforgettable moments and with the certainty that the spirit of this championship will continue alive in every jump you make in the future.

Cette année, à Alcantarilla, en Espagne, l’UNP a participé au 20^e championnat de précision d’atterrissage de l’Union Européenne des Parachutistes (UEP), du 20 au 24 avril. Le lundi 20 avril, notre délégation a été accueillie à l’école des parachutistes de l’armée de l’air et de l’espace espagnole, à Alcantarilla, dans la province de Murcie. Huit nations ont participé, l’Espagne, le Portugal, l’Allemagne, la Hongrie, la Pologne, la Serbie, l’Italie et la France. Cette année, le championnat a été organisé conjointement au championnat militaire de parachutisme espagnol regroupant 11 équipes de toutes les armées, AAE, Guardia Civil, Tierra, ainsi que les équipes des ambassadeurs de l’AAE. Le lieutenant-général Pedro Garcia Cifo, directeur du recrutement et de la formation militaire au ministère de la Défense et vice-président du conseil supérieur du sport militaire a permis à l’UEP de bénéficier des moyens mis en place pour le championnat militaire espagnol, CASA 212, ensemble des facilités mises en place pour le championnat, ainsi que l’accès au complexe de restauration de l’école. L’hébergement a été assuré par la FENASVPE (Fédération nationale espagnole des vétérans parachutistes) à la résidence militaire d’Archena, cité thermale. La délégation française est composée de quatre compétiteurs, Jean-Yves Bouillaud (AAE), Rémy Balaud (AAE), Éric Simonin (AAE), Claude Morel (35^e RAP). Didier Caraby (UNP 640) était chef de délégation. Notre ami, Claude Oudard, ancien compétiteur et actuellement juge de la Fédération Française de Parachutisme a accompagné la délégation à la demande de nos amis espagnols afin d’intégrer le collège des juges du championnat. Pierre Camarda (UNP 810), secrétaire général de l’UEP et 2^e vice-président de l’UNP a secondé le président exécutif de l’UEP, le major général (er) Juan Cifuentes Alvarez L’U.E.P. est une association qui rassemble, sous forme fédérative, dix associations nationales d’anciens parachutistes militaires. Elle a été créée en 1990, par trois associations, la « Bundes Deutscher Fallschirmjäger » (Allemagne), l’Union Nationale des Parachutistes (France) et la « Panhellenic Federation of Special Forces »  (Grèce). Le siège social de l’UEP est à Maisons-Alfort. Ce championnat a été organisé par plusieurs pays depuis la création de l’UEP. Les conditions météorologiques ont permis d’effectuer un saut d’entraînement et trois manches le mardi ainsi que trois manches le mercredi matin.

Notre équipe se classe troisième avec un total de 136 cm, derrière l’Allemagne avec 104 cm et l’Italie avec 98 cm.

Au classement individuel, Rémy Balaud se classe 1^er avec 8 cm, Éric Simonin se classe 12^e avec 27 cm, Claude Morel se classe 24^e avec 45 cm, et Jean-Yves Bouillaud se classe 29^e avec 56 cm, L’accueil des camarades espagnols a été très chaleureux.

La remise des récompenses a été couplée à la cérémonie finale du championnat espagnol. Sur les rangs se trouvaient les compétiteurs, la musique de l’AAE, les autorités civiles et militaires. La Marseillaise a été interprétée par la musique de manière remarquable pour le classement individuel, ainsi que Fratelli d’Italia pour le classement par équipe. Un dépôt de gerbe devant une statue de la vierge a été fait par l’AMP et le major général Juan Cifuentes Alvarez, président de la FENASVPE et président exécutif de l’UEP. L’hymne espagnol a clôturé la cérémonie. À noter que nos compétiteurs se sont vus décerner le titre de chasseur parachutiste d’honneur accompagné du brevet parachutiste espagnol à l’issue du championnat.

PRESENTATION OF THE UEP AT THE AIRBORNE COMMANDERS CONFERENCE

On March 24, the executive president of the UEP, General Juan Cifuentes (SP), and the secretary general, Col Pierre Camarda (FR), traveled to the Italian town of Pisa, invited by the organizer of the “Annual International Conference of Paratrooper Unit Commanders” (AIACC), Brigadier General Darío Paduano, commander of the Italian “Folgore” Parachute Brigade, to present the UEP.

The AIACC annually brings together in a different location the heads of NATO paratrooper units and those of its allied countries to discuss matters of their responsibility, operations, interoperability, equipment, joint exercises, etc. A total of 50 chiefs and officers from 12 countries were present at the “Toniolo Auditorium of the Opera Primaziale” in Pisa. They represented the most important and renowned paratrooper units in the world, the 82nd Airborne Division and the 101st Airborne Division from the USA, the 6th Polish Parachute Brigade, The 11th French Parachute Brigade, the 16th British Air Assault Brigade, the Almogávares Parachute Brigade of Spain, the Canadian Army Advanced Warfare Centre, and other important organizations. 

The forum, given its importance, was ideal for them to learn firsthand about the existence, organization, activities, and commitment to the history and paratrooper values of the UEP veterans. This activity is part of the effort made by the presidents of the national federations that form the “presidium” of the UEP to make the organization visible and known to as many influential people as possible in the environment in which the UEP operates.

The conference focused on publicizing the UEP and highlighting the need for active paratroopers to support veteran paratroopers, who, even outside the units, keep alive the flame of commitment and dedication to service, despite the difficulties facing national federations due to the lack of new members and the loss of current ones due to age. 

The president and secretary-general of the UEP were accompanied at all times by personnel from the Italian veteran paratroopers association ANPDI, under the presidency of LTG Marco Bertollini, who will precisely be the new president of the UEP next year. The support provided proved to be fundamental for this outreach activity to be successful.

Along with this training task, it was also possible to visit the most important monuments of Pisa and the parachutist museum of the Training School. It also served to strengthen the bonds of union between the federations of the member countries of the UEP, a union that will increase with the upcoming planned UEP events, the XXth Accuracy Parachuting Championship and the XXXIVth Annual Congress, both in Spain.
